Welcome to United Job Creation Council

 

In 2006 the United Job Creation Council (UJCC) was organized under the leadership of Bishop Noel Jones, Sr. Pastor, City of Refuge through the Anchor of Hope Reentry Ministry, and Jobs Create Peace to impact the economic needs of under served communities by creating greater access to employment through construction and other jobs.
 

With the support of several faith-based organizations, elected and appointed civic officials and community based organizations, UJCC has lead the community in a united campaign to effect new ordinances and public policies that establish employment opportunities for the disadvantaged in City Codes and within the contract language of civic construction projects.  

 

UJCC Collaborative consists of over 100 faith and community-based advocacy organizations built on making systemic, policy, regulatory and legislative changes that increase access to job preparation, training and retention opportunities for at-risk youth, women and under-served Los Angeles County Residents. 

 

UJCC Strategic Approach Has Made Historical In-Roads In Decision Making At Municipal Levels.

 

The Los Angeles Redevelopment Agency adopted language from the  United Job Creation Initiative Resolution For Construction Employment Opportunities for Local and Disenfranchised Local Residents. From this language the City of Los Angeles has adopted the LA CRA Project Labor Agreement Policy.

 

Our strategy is to promote local and low-income hiring policies in the construction, utility and energy industry.  As a result of our work, UJCC has an MOU (Memorandum of Understanding) for its collaborating practitioners and service providers; and Los Angeles City Council has adopted the Community Redevelopment Agency (CRA) Construction Career ladders policy which UJCC initiated.  As adopted, the Construction Career ladders policy requires public works projects and development projects receiving over $1 million in CRA assistance to employ local and local low-income residents on construction jobs and to sign a master project labor agreement.
